No fiscal implication to the State is anticipated.

The bill would amend Section 263.152(a), Local Government Code, to allow a county to donate salvage and surplus property to a civic or charitable organization when the county commissioners court determines that it is more economical to do so than selling through the bid process, would serve a public purpose, and the receiving organization would pay for transporting or disposing of the property. The bill would also authorize the governing body of a hospital district to dispose of the district's surplus or salvage property in the same manner. The bill would take effect immediately if it receives a vote of two-thirds of all members of each house; otherwise, it would take effect September 1, 2003.
