LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 25, 2003

TO:
Honorable Leticia Van de Putte, Chair, Senate Committee on Veteran Affairs & Military Installations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB719 by Madla (Relating to authorizing a defense base development authority to use alternative methods for contracting for public improvement projects.), As Introduced

No fiscal implication to the State is anticipated.

The bill would allow a defense base development authority to use alternative methods for contracting for public improvement projects and would apply the associated processes that currently exist in statute for a municipality, a county, or a river authority to follow when using alternative methods.

The bill would take effect September 1, 2003 and apply only to a contract for which requests for bids, requests for proposals, or requests for qualifications are published or distributed on or after that date.

Authorizing alternative methods for contracting would allow the authority added flexibility in obtaining the most economical contract.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
