LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB726 by Wentworth (Relating to the purchasing and contracting authority of an appraisal district.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require appraisal districts to follow and comply with the provisions of Chapter 252 of the Local Government Code concerning competitive bidding requirements.  The bill would repeal current appraisal district competitive bidding requirements.

Local Government Impact

The Local Government Code requires municipalities to follow statutory competitive bidding procedures for expenditures of more than $25,000. Current law requires an appraisal district to use a competitive bidding process for expenditures of more than $15,000. Passage of the bill could impact administrative costs to appraisal districts that do not currently follow competitive bidding procedures similar to those required by the Local Government Code.
