LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 31, 2003

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB742 by Estes (Relating to the punishment for the offense of failure to identify.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Penal Code by enhancing the punishment for the offense of failure to identify to a Class A misdemeanor if the offender was a fugitive from justice at the time of the offense. It is assumed that implementation of the bill would not have a significant impact on the costs of state government.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.  Counties would incur small increases in operating costs to accommodate the additional cases, which would be offset by the increased penalties.
