LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 17, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB744 by Williams (Relating to public school employee participation in professional organizations and assignment, transfer, or pledge of compensation.), As Introduced

No fiscal implication to the State is anticipated.

The bill modifies language related to salary reductions for professional dues.  The new language emphasizes that employees may not be coerced into joining any type of professional organization through an automatic salary deduction program.  The bill would also prohibit districts from considering participation in a professional organization when appraising the performance of a teacher or administrator.

The bill repeals Section 22.002 in its entirety, which would effectively prohibit school districts from deducting professional dues from the salaries of any employees.  The bill also makes a conforming amendment to the Labor Code.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
