No significant fiscal implication to the State is anticipated.

The bill requires the Texas Department of Agriculture (TDA) to consult with representatives of the agriculture industry, horticulture industry, Texas Department of Transportation, Texas Parks and Wildlife, State Soil and Water Board, and the Texas Cooperative Extension to publish a noxious plant list.  The bill also creates a criminal penalty for anyone who imports, distributes or sells one of the listed noxious plants.
