LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 27, 2003

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB871 by Shapiro (Relating to requirements imposed by the sex offender registration statute.), Committee Report 1st House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would amend the Sex Offender Registration Program of the Code of Criminal Procedure by requiring the Department of Public Safety to determine which local law enforcement authority serves as the person’s primary registration authority based on the municipality or county in which the person resides or the municipality or county in which the person works or attends school.  The bill would also provide further clarification of the provision of the Sex Offender Registration Program relating to workers or students.  The bill would make necessary changes in the Code of Criminal Procedure reflecting the primary registration authority provision of the bill.  For this analysis, it is assumed that any work resulting from the passage of this bill could be reasonably absorbed with current resources.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
