No significant fiscal implication to the State is anticipated.

The bill adds Sections 551.091, 551.092, 552.146, and 552.147 to the Government Code to not require a governmental body to conduct an open meeting to deliberate tactical, security or emergency procedures for preventing or responding to an act of terrorism and to prevent the disclosure of a governmental body’s engineering, architectural, or other plans if the release of those plans would jeopardize the health or safety of one or more individuals or the security of a system, a facility, or equipment. 

The Act takes effect immediately if it receives a vote of two-thirds of all members of each house; otherwise, the Act takes effect September 1, 2003.
