LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 23, 2003

TO:
Honorable Steve Ogden, Chair, Senate Committee on Infrastructure Development and Security

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB874 by Deuell (Relating to Texas State Rifle Association license plates.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to dedicate revenues collected from the issuance of Texas State Rifle Association license plates for passenger cars and light trucks.  The bill would require $8, of the annual $25 fee, to be deposited to the credit of the State Highway Fund and $17 to be deposited to the credit of a newly created General Revenue dedicated account to be used by the Texas A&M University for the purposes of providing scholarships programs supported by the Texas State Rifle Association and to provide grants to 4-H Club shooting sports programs to promote safety education.

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.

Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.

The bill would take effect September 1, 2003, and would only apply to an annual fee for the issuance of Texas State Rifle Association plates collected on or after that date.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
