No fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code to require that an appointment to an emergency communications district board of managers made jointly by more than one municipality or other entity must have a majority vote by the entities. The bill would take effect immediately if it were to receive two-thirds vote in each house; otherwise, it would take effect September 1, 2003 and apply only to an appointment made on or after that date.
