LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 21, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB893 by Bivins (Relating to certain procedures in a teacher suspension or contract termination hearing.), As Introduced

No fiscal implication to the State is anticipated, based upon analyses by the Texas Education Agency.

The bill would allow the parties, by agreement, to select their own hearing examiner from the list maintained by the commissioner in the case of a teacher suspension or contact termination hearing.  Currently, Texas Education Agency assigns a hearing examiner according to who is next in line and by geographic region, unless the teacher exercises the option currently available to select a non-certified hearing examiner.

Local Government Impact

No fiscal implication to units of local government is anticipated.
