No significant fiscal implication to the State is anticipated.

The bill would amend the Government Code by establishing a policy board that shall adopt a policy establishing the date on which the parole board may reconsider for release an inmate who has previously been denied release.  Policy set by the board must require the board to reconsider for release inmates ineligible for mandatory supervision at any time after the first anniversary of the date of denial and before the fifth anniversary of the date of denial.  Policy must require inmates, other than those not eligible for mandatory supervision, to be reconsidered for release as soon as practicable after the first anniversary of the date of the denial.  The Texas Department of Criminal Justice has determined that the cost of implementing the provisions of this bill would not be significant.
