No significant fiscal implication to the State is anticipated.

The bill amends Section 552.308 of the Government Code relating to the kinds of mail service that may be used under the public information law to send a notice or any other document to a person.  The bills adds a common carrier or contract carrier for the requirement to be met in a timely fashion when an attorney general decision requires a request, notice, or other document to be submitted or otherwise given to a person within a specified period.  The Act takes effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it takes effect September 1, 2003.
