Fiscal Analysis

The bill would amend the Transportation Code as it relates to the expiration and appearance of a driver's license, identification certificate, or commercial driver's license or permit issued to a person who is not a citizen of the United States by requiring the Department of Public Safety to indicate "Non-Citizen" on the certificate or driver's license.

Methodology

The bill would require the Department of Public Safety (DPS) to modify the distributive driver license (DDL) system and on-line and batch driver license systems to allow for adjusting the expiration date and fees, and issuance of a new license type.  DPS reports the cost for programming the system is estimated at $252,480, and is based on 1,052 hours for the on-line and batch driver license systems and 1,052 hours for DDL System, at $120 per hour.  Additionally, the new physical appearance of the license will be an added cost to the current vendor contract, who estimates the cost at $88,900.
