No significant fiscal implication to the State is anticipated.

The bill would prohibit a state agency from using appropriated money to contract with a nongovernmental entity to perform or assist with a statistical or demographic analysis in the course of conducting a state-mandated study unless the agency first determines whether the Texas Legislative Council can perform or assist with the analysis. If the council determines that resources are available for this purpose, the agency must contract with the council. The bill also provides that the confidential character of information collected for the study is not affected because it is collected by the council or voluntarily provided to the council by an entity.

It is anticipated that any additional costs incurred by the Council would be offset by interagency contracts funds from state agencies.  Therefore, no significant fiscal impact is anticipated.
