No significant fiscal implication to the State is anticipated.


The bill would allow institutions to award TEXAS grants to students if the student's available high school transcript indicates that the student is on schedule to complete the recommended or advanced high school curriculum in time to be eligible for a TEXAS grant for the academic year. 

Currently, the TEXAS grant program determines eligibility based on a student's final high school transcript.

The bill would authorize the Higher Education Coordinating Board or the institution to require the student to forgo or repay the initial TEXAS grant award if the student fails to complete the required high school curriculum after the issuance of the available high school transcript.

The Higher Education Coordinating Board estimates that 459 students were preliminarily awarded TEXAS grants for this year but had those awards cancelled because they failed to complete the last courses of the required curriculum.

It is assumed that this bill would have no significant fiscal impact because the institutions would continue the practice of cancelling the awards of students who fail to complete the required high school curriculum and would require students to repay the initial TEXAS grant award, if the award has already been made.    


Local Government Impact

No fiscal implication to units of local government is anticipated.
