SB1037 by Wentworth (Relating to the use of designated lanes of certain highways.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill defines the term "highway" as a controlled access facility on the state highway system and with a minimum of three travel lanes, excluding frontage roads, in each travel direction.  The Texas Department of Transportation indicates most lane restrictions will be enacted in or near metropolitan or urban areas and any costs associated with lane restrictions are expected to be minimal.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.

No significant fiscal implication to units of local government is anticipated.
