SB1077 by Shapleigh (Relating to the provision of assistance to colonias and colonia residents in certain areas of the state.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Department of Housing and Community Affairs (TDHCA) to provide loans to eligible individuals and families by using not more than $2 million from the Community Development Block Grants (CDBG) colonia set-aside fund.  TDHCA would be required by rule to adopt program guidelines and loan application procedures not later than December 1, 2003. Currently, the Office of Rural Community Affairs administers the CDBG Colonia Fund and receives the federal funds directly from the US Department of Housing and Urban Development.

Based on the analysis of the TDHCA, it is assumed duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.

The bill takes effect September 1, 2003.
