The bill would require The University of Texas School of Public Health at Houston to conduct an ongoing study on people in the State who do not have health insurance coverage. The school would be required to report the results of the study in writing to the legislature by December 1 of each even numbered year.
According to The University of Texas System (UT System), the cost for designing and conducting the study would cost approximately $460,000 each biennium. The UT System has estimated they would have to hire an additional 1.3 faculty and staff at a cost of $69,240, including benefits, to design the study, perform data analysis, make recommendations, and write the report. In each even numbered fiscal year, $300,000 would be used to out-source the administration of the survey and approximately $5,000 would be used for operating expenses such as travel, equipment, and supplies. Lastly, UT System's estimate assumes operating cost of $17,000 in each odd numbered fiscal year.
