SB1086 by Staples (Relating to animal impoundment facilities operated by a small municipality.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to exempt, from standards set by the Texas Board of Health, for animal impoundment facilities a facility operated by a municipality located primarily in a county with a population of less than 75,000. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

The Board of Health would have to change the applicable administrative code to match the proposed change in law. Currently, all animal impoundment facilities are required to come into compliance with board rules by January 16, 2005. Excluding certain municipalities would reduce the number of facilities the board would have to check for compliance and those municipalities would experience a minimal savings by not having to meet board standards.
