FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 5, 2003

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1093 by Shapiro (Relating to the civil commitment of sexually violent predators.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code relating to the representation of indigent persons at civil commitment proceedings.  The bill would also make changes relating to the process of assessing whether the person is a repeat sexually violent offender and whether the person is likely to commit a sexually violent offense after release or discharge.   The Texas Department of Criminal Justice, the Department of Mental Health and Mental Retardation, and the Department of Public Safety have determined that the cost of implementing the provisions of this bill would not be significant.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
