April 1, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1109 by Shapiro (Relating to revocation of the certificate and termination of the employment of public school educators convicted of certain offenses.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill amends the Texas Education Code and the Code of Criminal Procedure, relating to educators convicted of an offense under Title 5 of the Penal Code or of an offense requiring registration as a sex offender. The bill would require the State Board for Educator Certification (SBEC) to revoke the certificate of an educator who is convicted of an offense under Title 5 Penal Code or an offense that requires the person to register as a sex offender if the victim of either type of offense is under 18 years of age. The bill requires the clerk of the court in which the conviction is entered to notify SBEC of the conviction within five days.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
