LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 23, 2003

TO:
Honorable Bill Ratliff, Chair, Senate Committee on State Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1155 by Shapleigh (Relating to the purchase of certain wireless communication devices by state agencies.), As Introduced

No fiscal implication to the State is anticipated.

The bill amends Section 2157.005 of the Government Code by adding subsection (d) relating to the purchase of certain wireless communication devices by state agencies.  Currently, state funds may not be expended in the purchase of an automated information system unless the contract contains the technology access clause.  The bill states the requirement does not apply to the purchase of a wireless communications device to be used by peace officers, firefighters, and other emergency response personnel to respond to a public safety emergency.  The bill would take effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it takes effect September 1, 2003.

Local Government Impact

No fiscal implication to units of local government is anticipated.
