The bill amends Section 2157.005 of the Government Code by adding subsection (d) relating to the purchase of certain wireless communication devices by state agencies.Currently, state funds may not be expended in the purchase of an automated information system unless the contract contains the technology access clause.The bill states the requirement does not apply to the purchase of a wireless communications device to be used by peace officers, firefighters, and other emergency response personnel to respond to a public safety emergency.The bill would take effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it takes effect September 1, 2003.
