LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 21, 2003

TO:
Honorable Glenn Lewis, Chair, House Committee on County Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1161 by Barrientos (Relating to authorizing counties and municipalities to provide certain services through the Internet.), Committee Report 2nd House, As Amended

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize counties and municipalities to provide services authorized by law via the Internet. The local government entity may charge a reasonable fee for providing access to information, collecting payments, or providing services over the Internet. The bill would take effect September 1, 2003.

Under current statute, a county or municipality is authorized to provide access to information or collecting various payments over the Internet, and to charge a reasonable fee. The bill would expand the services that could be provided via the Internet.

If a county or municipality already provides some of its services on line, the cost of programming to add other services would be less costly than when originally establishing services on line. It is anticipated fee collections would offset additional costs of providing services on line.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
