TO: | Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations |
FROM: | John Keel, Director, Legislative Budget Board |
IN RE: | SB1161 by Barrientos (Relating to authorizing counties and municipalities to provide certain services through the Internet. ), Committee Report 1st House, Substituted |
The bill would amend the Local Government Code to authorize counties and municipalities to provide services via the Internet. The local government entity may charge a reasonable fee for providing the service over the Internet. The bill would take effect September 1, 2003.
If a county or municipality already provides some of its services on line, the cost of programming to add other services would be less costly than when originally establishing services on line. It is anticipated fee collections would offset additional costs of providing services on line.
