LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 23, 2003

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1161 by Barrientos (Relating to authorizing counties and municipalities to provide certain services through the Internet. ), Committee Report 1st House, Substituted

No fiscal implication to the State is anticipated.

The bill would amend the Local Government Code to authorize counties and municipalities to provide services via the Internet. The local government entity may charge a reasonable fee for providing the service over the Internet. The bill would take effect September 1, 2003.

If a county or municipality already provides some of its services on line, the cost of programming to add other services would be less costly than when originally establishing services on line. It is anticipated fee collections would offset additional costs of providing services on line.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
