No significant fiscal implication to the State is anticipated.
The bill would amend the Health and Safety Code by removing the responsibility for the creation of a list of immediate precursors in the manufacture of a controlled substance from the Commissioner of the Department of Health to the Director of the Department of Public Safety.The bill would also provide additional defining criteria for amendment of the Schedules of Controlled Substances by the Commissioner of the Department of Health.The Texas Department of Health and the Department of Public Safety have determined that the cost of implementing the provisions of the bill would not be significant.
