No fiscal implication to the State is anticipated.
The bill would allow a governmental body to meet in a closed meeting to deliberate a proposed contract if discussion in an opening meeting would have a negative effect on the governmental body in negotiations with a third person. The bill would take immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.
