LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 12, 2003

TO:
Honorable Glenn Lewis, Chair, House Committee on County Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1229 by Wentworth (Relating to competitive purchasing procedures for certain counties.), As Engrossed

No fiscal implication to the State is anticipated.

The bill would authorize a county or the governing body of a conservation and reclamation district, if the governing body of the district is the county commissioners court of the county in which the district is located, to require prospective bidders to attend a pre-bid conference regarding contract requirements. The bill would take effect September 1, 2003.

Under current statute, only Harris County and a district within Harris County are authorized to require prospective bidders to attend a pre-bid conference. Provisions of the bill would make this an option to all counties.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
