LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 23, 2003

TO:
Honorable Steve Ogden, Chair, Senate Committee on Infrastructure Development and Security

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1270 by Armbrister (Relating to fees in connection with waterfowl and wetland conservation special license plates.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to reduce fees to $25 for the original issuance, renewal, and replacement of lost, stolen, or mutilated specially designed waterfowl and wetland conservation license plates for passenger cars and light trucks.  Available balances for the Waterfowl and Wetland Conservation License Plates account No. 5057, as reported in the Comptroller’s 2002 Annual Cash Report, were $63,407.

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.

The bill would take effect immediately upon receiving a two-thirds majority vote in both houses; otherwise, the bill would take effect September 1, 2003.  The bill would only apply to license plate issuances, renewals, or replacements on or after the effective date of the bill.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
