No significant fiscal implication to the State is anticipated.

The bill would allow the Texas Commission on Environmental Quality (TCEQ) to revoke, after notice and hearing, a permit for a municipal solid waste landfill facility if the following conditions exist: the facility has not begun to receive municipal solid waste on or before the sixth anniversary of the date the permit was issued; and the commissioners court of the county in which the facility is located adopts a resolution recommending the revocation.
