No fiscal implication to the State is anticipated.
The bill would amend the Water Code and repeal certain sections of the Water Code to address procedures related to the creation, division, or conversion of, or purchaser notice about, certain kinds of water districts. Included in the procedural requirements would be holding a hearing and an election regarding conversion of the district. Certain sections of the bill would take effect immediately if the bill receives a two-thirds vote in each house; otherwise, all sections would take effect September 1, 2003.
