LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 7, 2003

TO:
Honorable Jane Nelson, Chair, Senate Committee on Health & Human Services

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1317 by Van de Putte (Relating to bloodborne pathogens training for a tattooist or person who performs body piercing.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Health and Safety Code to require tattoo artists and persons who perform body piercing to receive initial and reoccurring training regarding bloodborne pathogens, infection control, and aseptic techniques from trainers certified by the Occupational Safety and Health Administration.  The bill would require a person acquiring or renewing a tattoo studio license, body piercing studio, or temporary location license to prove that each tattoo artist or person performing body piercing at the studio has the required training.

No significant fiscal implication is anticipated due to the small number of tattoo studios or body piercing studio licenses that would not be renewed or issued. The Texas Department of Health indicates that the duties associated with implementing the provisions of the bill could be accomplished by utilizing existing staff.

Local Government Impact

No fiscal implication to units of local government is anticipated.
