LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 23, 2003

TO:
Honorable Steve Ogden, Chair, Senate Committee on Infrastructure Development and Security

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1334 by Barrientos (Relating to special Texas Music license plates to support the activities of Austin Music Foundation, Inc., a Texas non-profit corporation, and other Texas-based non-profit members of its Affiliates Program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require that $5 from each $30 applicant fee for “Live Texas Music” specialty license plates, in addition to other registration fees, be deposited to the credit of the State Highway Fund; $20 be deposited to a newly created General Revenue dedicated Austin Music Foundation account to be used by the Texas Music Office for the purposes of the bill; and $5 be retained by the Texas Music Office for administrative costs.

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.

Because the legislation would create dedicated revenue accounts in the General Revenue Fund, the accounts included in this bill would be subject to funds consolidation review by the current legislature.

The bill would take effect September 1, 2003, and would only apply to a registration fee for a registration period beginning on or after that date.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
