No fiscal implication to the State is anticipated.
The bill would prohibit a groundwater conservation district, when making rules or issuing permits, from discriminating against land or wells on land that is participating in a federal conservation reserve program. The bill would take effect September 1, 2003, and would apply only to rules adopted by a groundwater conservation district on or after that date. The changes in statute that would result from the bill would not apply to rules adopted by the Edwards Aquifer Authority.
