No fiscal implication to the State is anticipated.
The bill would prohibit a groundwater conservation district, when making rules or issuing permits, from discriminating against land or wells on land that is participating in a government program. The bill would take effect September 1, 2003, and would apply only to a permit for an existing or historic use that is issued on or after that date.
