No fiscal implication to the State is anticipated.

The bill would prohibit a groundwater conservation district, when making rules or issuing permits, from discriminating against land or wells on land that is participating in a government program. The bill would take effect September 1, 2003, and would apply to all rules adopted by a groundwater conservation district before, on, or after that date. The changes in statute that would result from the bill would not apply to rules adopted by the Edwards Aquifer Authority.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
