No fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to add to the procurement procedures, guidelines, and rules for which the executive committee of a regional transportation authority (RTA) may adopt covering solicitation for and award of contracts, the inclusion of electronic transmission of bids and proposals and the use of reverse auction procedures. The bill would also lay out requirements pertaining to electronic transmission of bids and proposals.

Providing an RTA with additional options for the bidding process would allow the authority to choose which may be the most cost-efficient method of procuring contracts. Adopting and enforcing procedures, guidelines, and rules would involve only minimal administrative costs.

The bill would take effect September 1, 2003.
