Fiscal Analysis

The bill would require the Department of Protective and Regulatory Services (PRS) to develop a statewide program to recruit and/or retain foster parents from faith-based organization.  It would require PRS to communicate certain information to prospective foster parents and to provide training for prospective foster parents recruited by the program.  The bill would take effect immediately if it receives a two-thirds vote of all members elected to each house.  Otherwise it would take effect on September 1, 2003. 

Methodology

It is assumed that the Department of Protective and Regulatory Services (PRS) would hire one Child Protective Services Specialist III for each region of the State and an additional Child Protective Services Specialist III for each of the three largest regions in the State.  One-time and ongoing expenses associated with the 14 new full-time-equivalent (FTE) positions are included as are costs for recruitment materials of $50,000 for fiscal year 2004 and $25,000 each year thereafter.  It is assumed that the program will be implemented on September 1, 2003.  An earlier implementation date would result in slightly higher costs.

Local Government Impact

No fiscal implication to units of local government is anticipated.
