No fiscal implication to the State is anticipated.

The bill would amend Section 36.1071, Water Code, to require the executive administrator of the Texas Water Development Board to notify a groundwater conservation district upon review of its management plan if it contains unreliable information. The district would be required to consider the executive administrator's comments and would be allowed to amend the management plan accordingly. The bill would take effect immediately if it receives two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

The Texas Water Development Board already reviews the management plan of groundwater conservation districts. The bill outlines more specifically the steps the executive administrator of the board would follow in conducting the review and responding to the management plan, as well as allow the district to submit an amended plan.
