Fiscal Analysis

The bill amends the Labor Code to implement a health care delivery network pilot project in the Workers' Compensation Commission System.  The bill would establish a three-year pilot project for state employees in the Austin, San Antonio, and Houston area. The State Office of Risk Management, the University of Texas System, the Texas Department of Transportation, and the Texas A&M University System would participate in the pilot project.

Methodology

It is estimated that medical and indemnity savings to the state workers' compensation program would be approximately seven percent.  Applying these voluntary network savings estimates to the state workers' compensation losses in the Austin, San Antonio, and Houston areas would generate biennial savings of $3,901,604.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
