No significant fiscal implication to the State is anticipated.

The bill would allow State employees to make a payroll deduction through the State Employee's Charitable Campaign Program (SECC) for Adopt-A-Map and Adopt-A-Document Programs which address the preservation of historic documents.

During fiscal years 2002 and 2003, the agency will spend $406,068 and $300,000, respectively for the archives scanning project out of General Revenue Funds.   For the 2004-05 biennium, the agency has requested $300,000 each fiscal year out of the General Revenue Fund to continue the scanning project.  Assuming this project reflects some or all of the costs for preserving historic maps and documents, donations from state employees could supplant any General Revenue appropriated by the Legislature for the 2004-05 biennium.  Article IX, Section 8.01 of the General Appropriations Act would appropriate any donations made by state employees through payroll deduction for the Adopt-A-Map and Adopt-A-Document programs.
