LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 14, 2003

TO:
Honorable Frank Madla, Chair, Senate Committee on Intergovernmental Relations

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1612 by Ellis, Rodney (Relating to voting for the elective municipal office of controller in areas annexed for limited purposes by certain municipalities.), As Introduced

No fiscal implication to the State is anticipated.

The bill would require allowing qualified voters of an area annexed for limited purposes to vote in municipal elections regarding the election or recall of the controller of the municipality, if that is an elective position of the municipality. The bill would take effect September 1, 2003.

Under current statute, qualified voters of an area annexed for limited purposes are allowed to vote in municipal elections regarding the election or recall of members of the governing body of the municipality. If such an election is held, there would be a slight increase in election costs to include the qualified voters in the annexed area.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
