LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 9, 2003

TO:
Honorable Rodney Ellis, Chair, Senate Committee on Government Organization

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1634 by Staples (Relating to the limitation on the allocation of office space to state agencies.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would authorize the Building and Procurement Commission (TBPC) to exercise the powers and duties provided under 2165.056, Government Code with respect to the limitation on the allocation of office space to state agencies. The bill would also authorize the TBPC to grant a waiver on current restrictions of the average amount of space per employee allocated to a state agency when critical to the public or client services. The bill would also stipulate that a report of any waivers granted be made available to the Governor; the Lieutenant Governor; the Speaker of the House of Representatives; the Chairs of the Senate Finance Committee and the House Appropriations Committees; and the Chairs of the Senate and House Administration Committees.

The Building and Procurement Commission indicated potential cost savings associated with limiting agencies to 153 square feet per FTE.  However, it anticipated that any savings realized would be offset by costs incurred by state agencies related to moving from leased to state-owned space and  reconfiguring state-owned space to accommodate the new square footage requirement.

Local Government Impact

No fiscal implication to units of local government is anticipated.
