May 24, 2003

TO:
Honorable Norma Chavez, Chair, House Committee on Border and International Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1751 by Lucio (Relating to peace officer education and training regarding contacts between a foreign national arrested for a criminal offense and foreign consular officials. ), Committee Report 2nd House, Substituted

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Commission on Law Enforcement Officer Standards and Education to establish a statewide education and training program on the requirements for handling the arrest and detention of a foreign national.  The agency expects the costs to implement the provisions of the bill to be minor.

Local Government Impact

No significant fiscal implication to units of local government is anticipated. Local governments may incur minimal costs from registration fees, if imposed by the Commission on Law Enforcement Officer Standards and Education, for the comprehensive education and training program required by the bill.
