SB1751 by Lucio (Relating to the right of a foreign national to contact a foreign consular official.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Code of Criminal Procedure as it relates to the rights of foreign nationals to contact a foreign consular official upon arrest and detention.  Under provisions of the bill, the Texas Commission on Law Enforcement Officer Standards and Education would be responsible for establishing a statewide education and training program on the requirements for handling the arrest and detention of a foreign national.  The agency expects the costs to implement the provisions of the bill to be minor. 

Local Government Impact

No significant fiscal implication to units of local government is anticipated. Local governments may incur minimal costs complying with the policies and procedures adopted by the U.S. Department of State applying to notification of foreign consular officials on the arrest of foreign nationals.  Other costs may come from registration fees, if imposed by the Commission on Law Enforcement Officer Standards and Education, for the comprehensive education and training program required by the bill.
