No fiscal implication to the State is anticipated.

The bill would increase usage of the reverse auction procedure for purchases by the Building and Procurement Commission to 10 percent of the dollar value of open market purchases, other than purchases of professional services.  The bill also stipulates that in September of each year, a state agency that did not comply with the requirements to use reverse auction for at least 10 percent of the dollar value of open market purchases, shall submit written justification for reasons of non-compliance to the governor, lieutenant governor and the speaker of the House of Representatives.
