SB1787 by Zaffirini (Relating to exempting certain persons in transitional living programs from the payment of tuition and fees at public institutions of higher education.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide an exemption from the payment of tuition and fees for individuals who have lived for at least six months in transitional living projects for homeless youth.

The Higher Education Coordinating Board estimates that in fiscal year 2004, 35 students would participate in the program and that 175 students would participate by fiscal year 2008.  Assuming that the students enroll in 30 semester credit hours each academic year, the fiscal impact to the state would be approximately $48,300 in fiscal year 2004 and $100,800 in fiscal year 2005, up to $262,500 by fiscal year 2008.  This assumes that General Revenue would be used to reimburse universities for this amount of loss in statutory tuition revenue.


Local Government Impact

No significant fiscal implication to units of local government is anticipated.

There would be a loss of tuition revenue at community colleges; however, the loss would not be significant.  The loss of tuition revenue at community colleges would not be offset by General Revenue funding.
