LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 23, 2003

TO:
Honorable Florence Shapiro, Chair, Senate Committee on Education

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1849 by Staples (Relating to school district purchasing contracts.), As Introduced

No fiscal implication to the State is anticipated, based on analyses by the Texas Education Agency.

The bill would amend Section 44.031, Education Code to require that purchases made through interlocal contracts follow competitive bidding practices and open meetings and open records requirements.

Local Government Impact

No significant fiscal implication to units of local government is anticipated. The requirement would impose additional administrative actions and possibly add to the overall time required to initiate and execute such an agreement.
