The bill adds Sections 551.0761, 552.103, and 552.147 to the Government Code by adding a new exception to required public disclosure for information relating to an assessment by or for a governmental body of the vulnerability of its public water or sewerage system to a terrorist or other intentional attack intended to substantially disrupt the ability of the system to provide safe water or sewerage service. The bill would require a taped recording of the proceedings of each closed meeting.
The Act takes effect immediately if it receives a vote of two-thirds of all members of each house; otherwise it takes effect on September 1, 2003.
