LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

April 5, 2003

TO:
Honorable Steve Ogden, Chair, Senate Committee on Infrastructure Development and Security

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1893 by Armbrister (Relating to the issuance of special license plates to benefit Texas PGA Junior Golf.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend the Transportation Code to require the Texas Department of Transportation (TxDOT) to issue specially designed “Texas PGA Junior Golf” license plates for passenger cars and light trucks.  The bill would require the plates to be designed in consultation with Texas PGA Junior Golf and would require applicants to submit a $30 annual fee in addition to other registration fees.  The bill would require $8 to be deposited to the credit of the State Highway Fund and $22 to be deposited to the credit of a newly created General Revenue dedicated account to be used by the Texas Parks and Wildlife Department to provide grants to benefit Texas PGA Junior Golf for the purpose of making scholarships.  The bill would allow lost, stolen, or mutilated license plates to be replaced for $5 and would require an owner to return the specially designed plates to TxDOT upon disposing of the related vehicle during the registration year.

No significant fiscal implication is anticipated due to the estimated number of license plate issuances.

Because the legislation would create a dedicated revenue account in the General Revenue Fund, the account included in this bill would be subject to funds consolidation review by the current legislature.

The bill would take effect September 1, 2003.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
